If I was pentalized last year for no health insurance where can I go to have the returned possibly.

You can check to see if you qualify for the Penalty Exemption.

If you do have a qualifying exemption, you will need to fill out the Penalty Exemption Form and obtain a certificate number from healthcare.gov.  If you have not already submitted your return you can postpone filing your taxes until you receive an answer from healthcare.gov.  However, if you do not receive an answer prior to the filing deadline, you would need to file an extension. 

You can also file your return now, then if you get the exemption approval, you can Amend Your Return to get a refund of the penalty. 

Fortunately, the penalty has been done away with for 2019 tax year, so if you still are uninsured you will not have to worry about being penalized next year.
