Dont listen to turbo tax...theyll say call irs to cancel payment and i did... 45 min wait to be told by irs... Its up to turbo tax to rescind debit..

I called the IRS number and was able to cancel my bank account direct payment.
The problem is that I CANNOT select 7/15/2020 as the payment date on IRS Direct Pay website - is there a special "reason code" to use to enable me to select the date?

The IRS website will only give you a 30 day window for a payment. So if you want the payment to be made in July then you will have to wait until June to use the IRS website.

It seems that the directions on TurboTax need to be modified that you will NOT be able to use IRS Direct Pay immediately, but only with it 30 days of the payment day (which would be waiting until June 15, 2020 to enable payment for July 15, 2020).
