Try clearing your cache and cookies.
Your browser stores recently visited webpages as temporary files in a cache, which enables the pages to load more quickly when revisited.
However, a full or corrupted cache can cause problems in TurboTax, so sometimes you need to clear your cache (that is, remove these temporary files).
Here are the official instructions for the most popular browsers:
Apple's official support site doesn't appear to contain instructions for clearing the cache in Safari. Your best bet is to search the Internet for clear Safari cache or similar search terms.
Clear your Cookies
Cookies are small files that temporarily store data on your computer. We use them to personalize your experience so you see information you already entered and not items that are irrelevant or repetitive.
On rare occasions, they may make your browser think you already did something that you still need to do. To fix that, you'll need to delete (clear) the cookies from your browser.
Each browser has a slightly different method for deleting cookies. Choose the browser you're using:

Already tried clearing the cache. Just did it again, on Chrome, for "all time". It didn't work. Turbo Tax says it's a known issue. It happens in the app on my phone as well. I've tried several devices, all with the same outcome.
Some of our customers are experiencing issues when trying to file and pay with their refund. We are investigating this issue. However, if you would prefer to file now, you can do so by switching to pay your TurboTax fees with a credit card instead of using the pay with my refund option by following these steps.

I meet all of those criteria. I have for several years. I'm a returning customer.
I just received a call from a rep helping me a short time ago. I'm now being advised that they can't fix the issue, and I will have to file my state taxes separately on the state website. I've spent days/hours on this, been told several different explanations, just to now be told I'm not able to use your product because, well, no one knows why. This "loop" is a technical issue, and if the devs who are writing the code for this aren't competent enough to fix it, it doesn't allow me to have very much confidence in the product as a whole.
What about all the time I've spent on this? I could have had my refund back by now, like I did last year. This is unacceptable. Very poor issue resolution on the part of TurboTax.
Oh, and the fees taken out of my refund, I'm not even guaranteed to be refunded any of those either?
Very poor business practice to treat a returning customer this way. I'm beyond frustrated.

Ok, but it's been "investigated" for several days now. I've been told it was fixed when it wasn't, and now of course, I'm supposed to have someone call me back to help me get my states filed on the state website.
Just to put this out there, the rep I'm dealing with is helpful and doing the best they can within the frame of what TT will allow them.
I'm definitely going to re-think referring anyone going forward (I convinced 2 people this year to try TT, btw), and especially re-think using TT myself.
If anyone can fix this before I get my states filed elsewhere, I'd appreciate it. And maybe my opinions will change.
