If I purchase PLUS with 2017 free or 2017 Deluxe, will the software allow me to finish/complete & print 2016 tax returns?

Once you pay, you are able to download the .tax file of what you completed so far for the 2016 return so you have that information to finish it up. But you would need to use the download version for the 2016 return. You can find that here https://turbotax.intuit.com/personal-taxes/past-years-products/ 

It cannot be done online. TurboTax Online is only for the current tax year. You'll need the year's version of the return you are trying to complete. 

And the 2016 return would then need to be prepared, printed and mailed. You cannot e-file a prior year return. 

The other option would be to download the Forms and Instructions, free, from the IRS website at this link https://www.irs.gov/forms-pubs complete them by hand and mail to them.
