I am retired, but do volunteer and attend community meetings where I need to have communication access. This Interpreter happens to live locally so I use her services often. She asked for documentation of the amounts I paid her and now I am wondering if I have to file something on my return.

No you do not need to issue her a 1099 since you are not a business ... and even if you paid her cash she can report it ... it is her responsibility to keep good records of all her income and expenses not yours. I suggest you always pay by check that way you have a paper trail if needed.
