Yes.   If you owe back taxes for last year or any past year, your 2023 refund will be seized and used to pay toward the tax you owe even if you are on a payment plan.

TurboTax does not receive feedback from the IRS regarding money that was offset from your refund.  If you owed back taxes or child support, you will receive a letter of explanation from the IRS in several weeks.  The WMR site will contain a message regarding your offset.  It is also possible that the IRS caught a mistake you made and reduced your refund.

If you have federal taxes owed and the 2023 tax return has a tax refund, the IRS will seize the refund and apply it to the taxes owed.  If this does not satisfy the debt then the IRS will send you a bill in the mail for payment including the penalties and interest owed.  If this does satisfy the debt you will receive the remainder as a tax refund.
