If I'me still under my parents health insurance, why do I need pay?

If you are covered under your parents' health insurance and are filing your own tax return, you must indicate that you had insurance all year in the first question Did you all have health insurance coverage in 2017? in the health insurance interview of TurboTax (see attached screenshot). You would then not have to pay the ACA penalty.
