If i lived in NV for 8 months last year and moved to Ohio, would I file under my new ohio address or my old nevada address?
Reason being: Ohio has a state tax and Nevada doesn't. Since I spent most of the year in NV I am hoping I can avoid that extra fee.

It's not a matter of choice. You must file a part-year resident return in Ohio (assuming you had income after your move to Ohio). See this TurboTax FAQ: https://ttlc.intuit.com/questions/1901227-how-do-i-file-a-part-year-state-return
Nevada does not have a personal income tax.
