If I have paid to have my State taxes filed, why can I not get the approved time stamp again?

Turbo Tax is asking for more money, and showed that it has been paid

You can absolutely see your approval timestamp. When you log in to TurboTax your main page should be "Tax Home" with all of the information showing in regards to your refund (if getting one). Scroll down a little to the bottom right and click on "View efile details". This will give you the date/time that TurboTax received it, the date/time when the IRS received it, and the date/time when it was accepted. Your orders are right above that link as well so you can see what you've ordered and paid for. Hope this helps!
