This reject code can occur if someone else, such as an ex-spouse, has already claimed your dependent. For confidentiality reasons, the IRS cannot tell you who that person is.
Less commonly, you can get this R0000-507-01 rejection if you entered a dependent's Social Security number incorrectly (you have already verified this is not your case) or if somebody filed a fraudulent return using your dependent's Social Security number.
