Yes, you can e-file a state tax return after the federal tax return has been e-filed and Accepted by the IRS.

You cannot e-file " now" since e-filing has not opened yet.   But when it does open, you can e-file federal and wait to e-file state if you choose to.  The IRS has not even announced when they will begin to accept 2022 e-files; it likely will not be til late January.  And, a state return cannot be accepted unless the IRS has accepted your federal return.
