If I file married jointly, can my husband still complete a IT-209? He paid child support all year and would like to claim Income Tax Credit.

Here is a link to the rules: <a rel="nofollow" target="_blank" href="https://www.tax.ny.gov/pit/credits/nceic.htm">https://www.tax.ny.gov/pit/credits/nceic.htm</a>

Someone who is more familiar with New York State tax laws may be able to answer specifically.

Yes, your husband can file New York Form IT-209 if you and he file as married filing jointly. He cannot use Form IT-209 if he files as married filing separately.
