You must have misunderstood something. You can never use a state refund to pay your federal tax due in Turbotax. You need to make separate payment arrangements, and then the state refund will be paid to you by the state.

My federal tax was rejected because someone used my SSN fraudulently. Consequently, my NY state return was rejected. Can I still submit my NY state using efile??
