If i didn't work January, February, March or April 2018. and couldn't afford insurance with no income. why am i being penalized for no insurance any way?

In the Health Insurance section, Continue through the interview until you come to the section where TurboTax asks if you qualify for an 'exemption from penalty' (screenshot).

You would indicate that insurance was Unaffordable, or, since you were Unemployed, had a Hardship.
