If I click on file, can i review before submitting. Also can i pay on line

Yes.  You can pay on-line and review your taxes before submitting.  You can preview your return at any time by going to "My Account'' at the top of the page.  You can go to the 'Print Center' to preview any forms related to your return.  Also, when you do click file, TurboTax is going to do a review to make sure you have completed all the pertinent parts of your return.  You will have ample opportunity to make changes before the return is actually submitted.
