Short answer is yes ... however if you are an employee you cannot stop the FICA taxes from being withheld only the fed/state taxes. And if you owe on the return at the end of the year the IRS can hit you with underpayment penalties plus interest so be careful with what you put on the W-4 form.
from the IRS: An employee may be subject to a $500 penalty if he or she submits, with no reasonable basis, a Form W-4 that results in less tax being withheld than is required.
