If i apply tax refund to 2019 taxes does that REDUCE the quarterly estimated tax amount to be paid?

Yes, it should. Turbo Tax will take the refund that you applied and calculate the new estimated tax payments.

they Failed to deduct the large refund applied to 2019 taxes and just took 110% of 2019 taxes divided by 4. What Gives??
