If I do pay what I owe federal online by card do I still have to mail in my 1040x tax return ?

The federal amended tax return must be mailed to the IRS regardless if you paid by credit card or by direct debit from your bank account.  Go to this IRS website for your payment options and make sure that you select a payment for an amended return, Form 1040X - https://www.irs.gov/payments
