The voucher is for 2019 taxes that are due quarterly, and are to be sent in. They are to help you to avoid any penalty you may owe in 2020 for 2019 taxes that may be underpaid. You owe what is shown on the voucher.

Should I worry about an IRS letter reading, "this is a courtesy reminder to make regular tax payments because you had an estimated tax penalty on a previous tax return?"
