I am separated from my spouse but still married. I am filing separate and head of household. My spouse owes county fines and in previous years my state tax refund has been taken for those. We filed joint on those years . Do you think my refund is safe if we file separate?

No, if you are filing separate returns the IRS CANNOT touch your refund for any offsets for money he owes.
