If your total tax payments were the same as your total tax liability then you will not receive a tax refund for an overpayment.

You owe tax on the amount over your Standard Deduction of $14, 600.  30,000 minus 14,600 = 15,400 taxable income.  Tax on that is 1,619.  How much is your withholding in box 2?  Check your 1040 return and see which lines you don't understand.

Before filing you can preview the 1040 or print the whole return

So unless you have other items or  a credit you qualify for  your refund should only be about $100.  The federal withholding 1719.69 is just an estimated amount to cover the tax due on your tax return.  You should try to come out close to zero refund and zero tax due.   You didn't let the IRS keep your money all year.
