If you have no income from working and only get SSI, then you would not be able to file a tax return as you would have no taxable income unless you had taxes withheld from your SSI.
Without earned income, even as a student, you would not get a refund of anything other than taxes you had withheld.
If you are seeing a refund, double check to be sure you didn't enter your SSA-1099 as a W2.
