If filing only 2014 taxes, would dependents still be able to apply if filing in tax year 2018?

I’m not sure exactly what you are asking, but if you are filing a 2014 return, a dependent is someone who qualifies as such during 2014 and subject to the tax law criteria for a dependent in that year.

And be aware that you will not be able to receive a tax refund for a 2014 tax return--the statute of limitations ran out for a 2014 refund three years after the filing deadline, so even if your return shows a refund, you will not receive the refund.  If you owe tax due for 2014, the IRS will bill you later for any penalties and interest, based on when you file and pay, and how much you owed.
