If E-filing for both State and Federal, do I mail in forms 8949 and 8453 to the CA state tax franchise board as well?

I see instructions mail in forms 8949 and 8453 to the Federal Tax address but no such instructions for state tax.

No.

Tax forms 8949 and 8453 are federal tax forms that are not sent to the California Franchise Tax Board.

The only form you need for CA is form 540 which is included in your e-filed tax return.
