If box 18 is blank on my form W-2G, why is Turbo not allowing me to finish and file my return until I fill in the name of locality (box 18)?

Box 18 (Locality) specifically refers to box 17 (Local Tax Withheld). If you know the location of the taxing community, you can enter it. If this was for gambling winnings you can post the name of the casino location.

Usually this is because there is a zero in one of the locality boxes. Leave the amounts completely blank.

It's not an important piece of information for the IRS however it needs an entry. You should see a selection for locality (Learn More link) and if yours is not listed or if the payment is for two or more localities you will use the code XXX instead.
