If both federal and state refunds were taken for taken for debt payment, how can you pay turbo tax fee directly to turbro tax?

Both refund were taking for outstanding child support. I still owe turbo tax fee and would like to make that payment. the payment was suppose to come out of refund, however did not, due to refunds confiscate by Child Support Services. How do I summit payment to turbo tax?
