No. It's the child's age as on December 31 of the tax year.
You can claim your son as a dependent, but if he turned 17 in 2023 you do not get the child tax credit for him. You lose that in the year they turn 17 even he had 17 candles on the cake on December 31. Instead you get the $500 credit for other dependents, which is used to reduce your tax liability. it is not a refundable credit.
