I would like to opt out of this identity program where you need a pin number if I opt out, can I still file the same day?

If you voluntarily Opt-In for the IRS IP PIN program, you can go back to your IRS account and opt-out as long as you haven't been a victim of identity fraud. If the IRS assigned you the PIN you won't be able to opt out voluntarily. The PIN will still be valid until the end of the calendar year.
