I worked for Uber as a driver and made $92.80 for the 2016 year, do I have to report this income if taxes were not taken out?

If that was your only job and your net income (profit after subtracting expenses) was less than $400, you don't have to report it.

If you have other income from other jobs, you must report all your income.
