For 2021 it depends. Normally if you have no income to report you don't file an income tax return.
However 2021 is unique ... even if you had no income a return is needed if :
> you have dependents under age 18 to claim and you yourself are not being claimed as a dependent
> you had health insurance thru the ACA marketplace
> you are not a dependent and you did not get the third stimulus payment
You are also required to file for 2021 if you received advance child tax credit payments.
Did you receive unemployment benefits in 2021? If so, that is taxable income and it might be enough that you are required to file.
If you had no income in 2021 how did you support yourself? Did someone else support you? Can that person claim you as a dependent?
You can use the calculator at the following link on the IRS web site to see if you are required to file a tax return. But the first and third items that Critter-3 listed are reasons that you should file even if you are not required to.
Do I Need to File a Tax Return?
Weather you worked or not in 2021 is not a factor in determining your need to file. If you received any reportable income then you're required to file. Generally, if the income received exceeds your standard deduction you're required to file. If you received self-employment income in excess of $432 then you're required to file. If you received investment income in excess of $1050 then you're required to file. If you received any advance tax credits you're required to file.
