I work in Nevada (40 HRS work week) and have a room at a friends house where I stay, but my mailing address is in Tulsa. Can I claim NV Residency?

It depends.
If you consider NV your permanent state of residence (not just live there on a temporary basis), then you will be able claim NV as your state of residence (regardless of having a mailing address in OK).
In order to claim NV as your state of residence, you would need to have actively severed your ties to your former state of residence. This could include getting a NV driver's license or registering to vote in NV among other things. Usually
your state of residency is the place you intend to be your permanent home.
