It is considered taxable income and needs to be reported. 

The easiest way to report it is as Other Income on the return.

Go to the bottom of all the income in TurboTax to Less Common Income and select the bottom one, then on next select bottom one again, then enter Scratch Ticket and the dollar amount.

It will show up on line 21 as Other Income.
