I will have to owe taxes this year. When in the process will it give me the option to set up a payment plan?

In the FILE tab that option is presented. And you don't need to wait to the last minute to file the return ... file anytime now to avoid the last minute rush and the possibility of not filing timely. You can file now but the payments are not due until 4/17/18  or later if you make payment arrangements.
