I was unemployed for the first for months in 2018, and wasn't eligible to get Health insurance for the first 60 days of employment when i got said job. please help me with understanding the penalty rules.

In the Health Insurance section, after you indicated that you were not covered for the first six months of 2018, TurboTax said you may be assessed a Penalty, unless you qualify for one of the Exceptions listed.
Since you were unemployed for the first four months, and not eligible the next two months, you could choose 'Plans in my area were unaffordable' (screenshot).
This would cover the four months you were not working, and you would not have a Penalty for the two months you were waiting for your Employer Insurance, anyway.
