I was under the impression that the Delux version included Federal and one state returns. I started to file and noticed that I am being charged for state and Federal.

Yes in all the Online versions the state is an additional separate charge. It just that right now there is a promotion in the Free Edition for a free state. Maybe you are thinking of the Desktop CD/Download program. Pricing is different between Online vs Desktop.
