I was supposed to get a refund last year but the goverment took it to pay tax owed in a previous year, where do i put this when filing this year

Unfortunately, federal taxes paid for any tax year can't be deducted on a federal return.  If your state has a deduction for federal taxes paid, that will be covered in TurboTax's state interview.
