I was laid off April 2016 through September 2016 and paid insurance payments to Cobra. Can these be deducted on my taxes?

Yes, if you paid for the Cobra premiums with after-tax dollars, then you can deduct under medical expenses on schedule A.

The total medical expenses will need to exceed 10% (7.5% for those born before 1/2/52) of your AGI to receive a benefit. You can always enter your medical expenses and TurboTax will determine if you meet the thresholds.
