I was just made aware that Donald trump just signed an executive decision to waive all health care penalties but I was penalized $803 will this be awarded back to me?

Executive Orders do not change tax codes. Nothing has been changed for tax year 2016. Congress has not passed any legislation changing or repealing the ACA in 2017 nor changed the law to retroactively change 2016.
