I was Divorced in Jan of 2016. my x was given our tax debt in our decree. I filed my taxes on turbo tax. How do I make IRS aware so they don't take my entire refund ?

If your ex pays the tax according to the decree, then there will be no back tax to levy.
The only thing you can file with your tax is an innocent spouse relief form 8857, but that does not mean that the IRS will grant the relief.
Per a note in the 8857 form:
Note. A divorce decree stating that your former spouse must pay all taxes does not necessarily mean you qualify for relief.
