I was approved for an installment plan with the IRS and my due day to pay it off is 7/6/17, but on Turbotax it says I have to pay it back by 4/18/17. I'm not sure if I should continue to file anyway because I can't without it asking for my bank info.

You can go ahead and file but when asked how you want to pay your Federal taxes due,select the option to mail a check. This will allow you to continue and file your tax return and you can just work with the IRS directly with the installment plan for the taxes owed.
