I was an independent operator (with a 1099) in 2017 so I filed a schedule C, but I did not work as an independent operator in 2018. Do I need to file a Schedule C for 18?

No, you do not need to file Schedule C unless you have some self employment income or expenses.  If you have expenses that you incurred in 2018 that related to your 2017 self-employment you can claim them even you don't report any self employment income.
