You will have to connect to the internet to download the updates and the state software....because what's there now isn't filing ready yet.

Could be a way to get it on one computer and transfer the Federal software to another, but the process would be painful.  Not sure if you could do that for the state, so a temporary internet connection for that install would be far better.
