You can apply for this loan when you are ready to file your return. Once you are ready to file, you will be given some payment options. One of the options is to file and pay later. There is a short application process and you should be notified immediately if aprroved or not.

Pay what later? You have to pay the Turbo Tax fees before you file. For a tax due you can pick you will mail a check then pay whenever you want. But the tax due is due today April 15 or it will be late.
