I want to file my Federal return first to my refund (e-file and deposit) so that I may later file my States (Utah and New Mexico) taxes due.

You can e-file a federal tax return before filing the state tax return.

However, if you are expecting to receive the federal tax refund to be deposited in your account before the April 18, 2017 due date for taxes owed, you will probably be disappointed.  The IRS has a target to send a tax refund within 21 days after the tax return has been accepted by the IRS.  This is a target only and not a guarantee.

Since there is only two weeks until taxes owed are to be paid there is a good possibility that you will not receive the federal tax refund in time to pay the state taxes owed before the due date.  If the taxes owed are paid after the due date then you will have a late payment penalty and if the state return is not filed by the due date then also a late filing penalty.
