I want to apply my 2018 NYS overpayment to 2019 - where in the interview can I do that?

On the "Additional Tax Situations" screen in the New York interview, click the Start button for "Prepare Estimates or Apply Your Refund to 2019 (Form IT-2105)." To get to that screen if you have already finished your New York return, on the screen that says "You Just Finished Your New York Return," scroll down to "Other Forms and Voluntary Contributions" and click the Update button for "Other forms."
