I’ve chosen again this year to e-file my federal and my state through TurboTax. Do I also have to download copies and mail them in To the IRS?

No, if you have electronically filed your returns then you do not also need to print and mail them. 

There are only very rare circumstances where something would need to be mailed after your return was electronically filed.  TurboTax will tell you what to print and mail if that is the case.
