If your employer withheld tax for a state you do not live or work in, then file a non-resident tax return for that state to get back the tax that was withheld. If you have two different states to prepare returns for, do the non-resident state return first.
If you moved during the year, you would file a part year state income tax return. Please see How do I file a part-year state return?
If you didn't live in that state for all of 2021, you'd file a nonresident income tax return to get your money back. Please see How do I file a nonresident state return?
