I started to file my 2016 tax but the 1099-INT won't be available until Feb. 2017. Do I have to wait till then to file?

Jan 23 is the first day IRS will even begin looking at tax returns.

You should wait. You can't efile until like mid-January and the IRS won't even start taking returns until Jan 23
