The IRS does not keep SSN's. They match the SSN on a filed tax return with the Social Security database. It is the SSA that would update it.

They do not.
Simply file your tax return using the new SSN. If it accepts then it matched their records. If it rejects because of a SSN/ITIN mismatch then they do not have the SSN yet and you can either use the ITIN and refile or mail file with the SSN. The IRS data base always lags behind the SSA's by several months.
