I scheduled TT to pay my federal taxes on 4/17/17. As of yet, payment has not been sent.....why?

This is very common around the filing deadline -- government agencies are so swamped with gazillions of returns and payments, they're unable to debit them on the date requested.

As long as your return got accepted, you're in good shape. Even if the debit occurs after the deadline, the important thing is that you filed prior to the deadline, and you won't be considered late. My guess is the debit should go through very soon, probably by the weekend.
